In this case, forty-four McAllen police officers (the “Officers”) filed suit against the City of McAllen (the “City”) claiming that the City failed to pay the Officers for “standby” duty. The City filed a plea to the jurisdiction asserting that the Officers failed to comply with the City’s grievance procedure, thereby depriving the district court of jurisdiction over their claims.
