You have asked this department to review as to legality “Chapter 51, Proposed Regulations on Discrimination With Respect to Abortion and Sterilization.” It is our opinion and you are advised that sections 51.31-33 implement section 5.2 of the Pennsylvania Human Relations Act of October 27, 1955, P. L. 741, as amended, 43 PS §951, et seq. (the “Act”), in a manner that is contrary to the United States Constitution.
