WADDILL, Circuit Judge.
These two cases so relate to and affect the same subject-matter that they were by consent of the parties heard and argued together upon separate records in this court, and will accordingly be passed upon in a single opinion. Briefly, the cases involve the enforcement of the payment of certain bonds, aggregating $68,500, together with $10,680 interest coupons alleged to be due thereon, issued by plaintiff in error in the first-named ease, the board of drainage commissioners of Pender County drainage district No. 4, and held by defendant in error in that ease.
