The plaintiff, TREA Senior Citizens League, brings this action under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, to challenge the response of the defendant, the U.S. Department of State (the “State Department”), to the plaintiffs FOIA request for records pertaining to the Social Security Totalization Agreement between the United States and Mexico (the “Totalization Agreement”).
