Joann Azarkhish (Petitioner) appeals the decision of the Merit Systems Protection Board upholding the Office of Personnel Management’s (OPM’s) refusal to reconsider its denial of her application for disability retirement, filed untimely, because her request for reconsideration was also filed untimely and she did not establish a valid excuse under the applicable regulation.
