The Criminal Records Repository (“the State”) appeals the trial court’s Judgment and Order of Expungement of Arrest Records granting Aaron Wesley’s Petition in Equity for Expungement and ordering Mr. Wesley’s arrest records closed. The State contends that the trial court erred because (1) Mr. Wesley failed to establish the statutory requirements for expungement, and (2) the judgment ordering the arrest records expunged conflicts with the court’s closure of Mr. Wesley’s arrest records.
