Petitioner Mark Richards (“Richards”) appeals from a judgment of the United States District Court for the District of Connecticut (Hall, J.), entered on July 23, 2003, denying his petition pursuant to 28 U.S.C. § 2241 to vacate an order of removal. Richards asserts that he is entitled to § 2241 relief because an Immigration Judge (“IJ”) and the Board of Immigration Appeals (“BIA”) erroneously concluded that he had been convicted of an “aggravated felony,” specifically, “an offense relating to ... forgery,” 8 U.S.C. § 1101(a)(43)(R).
