— On November 20, 2013, the Pennsylvania Liquor Control Board (hereinafter “PLCB” or “Board”) refused to renew the restaurant liquor license and attendant amusement permit of Beaners Restaurant, Inc. (hereinafter “Beaners” or “Licensee”) and Beaners filed a timely appeal to this court.
