Jack E. Miller, a former City Manager of Crossville, filed this defamation action against Councilman Boyd Wyatt, based on Wyatt’s statement during a City Council meeting that Miller had been “discharged from City Manager up here because of misappropriating funds and not following procedures.” Wyatt moved for summary judgment, arguing, among other things, that he was protected by legislative privilege under the common law and Tenn. Code Ann. § 29-20-201(b)(2)…
