OPINION

HARTZ, Judge.

This case raises questions concerning the relative powers of an elected county treasurer and an elected board of county commissioners. The Bernalillo County Treasurer (the Treasurer), initially Robbin Bishop and now Patrick J. Padilla, appeals the portion of a district court judgment requiring the Treasurer to comply with the merit personnel system and collective-bargaining agreements adopted by the Board of County Commissioners of the County of Bernalillo (the Board).
