The city court of Valdosta was created by an act of the legislature in 1901. Acts 1901, pp. 176-178. Section 44 of the act provides as follows: “Be it further enacted, that on the second Monday of each quarter, or any day previous to said second Monday he may see proper to do so, the judge of said court shall *657distribute the money received from the proceeds of the labor of convicts convicted in said court, and the fines and forfeitures arising from cases tried in said court.
