This matter is before the court on defendant’s motion to dismiss or, in the alternative, to certify a question to the state court. Plaintiffs are Patricia and Thomas Campbell, individually and as natural guardians of plaintiff Jennifer Campbell. All three seek recovery under the Federal Tort Claims Act (FTCA) for the alleged negligence of a doctor employed at the Ft.
