VANDE WALLE, Justice.

Brian E. Briggs, M.D., has appealed from a district court judgment affirming an order of the North Dakota Board of Medical Examiners (the Board) suspending his license to practice medicine for a period of one year. We affirm.

In 1983, the Minnesota Board of Medical Examiners revoked Dr. Briggs’s license to practice medicine in Minnesota. Among its many findings and conclusions, the Minne sota Board made the following finding of fact:
