Williams, J.,

A petition by electors of the Borough of Montoursville was filed with the Ly-coming County Commissioners for a referendum on the question of granting liquor licenses in Montours-ville, as provided for by article V, sec. 502, of the Act of November 29, 1933, P. L. Special Sessions 15, as amended.

The act provides as follows:

“Whenever electors equal to at least twenty-five per centum of the highest vote cast for any office in the municipality or township at the last preceding general election shall petition the county commissioners for a referendum on the question of granting such…
