MEMORANDUM OPINION

SILER, District Judge.

In this action brought under 42 U.S.C. §§ 1981, 1983 and 1985, plaintiff, a Kentucky attorney, seeks injunctive relief staying the enforcement of a mandate and final order of suspension issued against him by the Kentucky Supreme Court (vice Kentucky Court of Appeals) on January 17, 1975. He further seeks a declaration that KRS 30.170 and certain rules of the Kentucky Supreme Court promulgated thereunder, viz. RCA 1.280, 3.330, 3.360, 3.370 and 3.450, violate the due process and equal protection clauses of the Fourteenth Amendment to the United States…
