HINCKS, Chief Judge.

The New York, New Haven and Hartford Railroad Company,' the petitioner herein and the reorganized company upon which have devolved the assets of the railroad-debtor which was reorganized in these proceedings, asks this court for instructions as to whether or not the plan of reorganization and the consummation order and final decree, in the reorganization proceedings brought pursuant to Section 77 of the Bankruptcy Act, 11 U.S.C.A. § 205, require the payment or assumption of any or all of certain assessments laid by the City of New York (hereinafter referred to as the…
