OPINION

KEVIN THOMAS DUFFY, District Judge:

This is an action in which plaintiffs, on behalf of all limited or non-English-speaking Hispanic persons [“LESA”], allege that New York City and New York State have failed to provide bilingual services in the administration of the City’s public assistance programs, and as a result, plaintiffs have allegedly received unequal treatment in violation of the Constitution, Title VI of the Civil Rights Act of 1964 and the Social Security Act.
