Plaintiff appeals 1 from a district court order denying its motion to vacate an adverse judgment entered on an arbitration award in accordance with the district’s court-annexed arbitration scheme first established by local rule, see W.D.Okla. R. 43 (1985), and later continued under the authority of specific congressional enactment, see 28 U.S.C. §§ 651-58.
