MEMORANDUM
GASCH, District Judge.
This action is brought by five black men who allege a violation of their rights under 42 U.S.C. § 1981 and Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq., as amended by the Equal Employment Opportunity Act of 1972.1 Defendants are the International Brotherhood of Electrical Workers, AFL-CIO (“IBEW”); IBEW Local Union # 26; the National Electrical Contractors Association (NECA); the local District of Columbia chapter of NECA; and the Washington, D.
