MIKVA, Circuit Judge:

The State Department late last year ordered the closing of the Palestine Information Office (“PIO”) in Washington, D.C. It had found that the PIO operated as a foreign mission of the Palestine Liberation Organization (“PLO”) and that the national interest in curbing international terrorism required its closure.
