The libellant, owner of the S.S. George W. Barnes, brought this suit against the United States, owner of the George W. *184Liveley, and National Bulk Carriers, Inc., owner of S.S. Pa'n Virginia, to recover damages to the Barnes in a collision off Cape Hat'teras on November 4, 1943, .between the Barnes and the Pan Virginia.
