The facts underlying this controversy are not complex. After relator had been a laborer in the Electrical Distribution Department of the City of Jacksonville for a year he was advanced to the position of “groundman.” A few months later, while serving in this capacity, he was injured when he fell from a pole. Nevertheless he was eventually promoted to the rank of apprentice lineman (third class), only to discover shortly afterward that he • could not perform the duties of that position, because of the effects of the injury.
