I. INTRODUCTION

This is a suit under the Administrative Procedure Act (“APA”), 5 U.S.C. § 702, for judicial review of federal administrative agency action. The plaintiffs, fourteen nonprofit environmental organizations in Washington, Oregon, and California, seek declaratory and injunctive relief against the United States Forest Service and the Bureau of Land Management (“BLM”) in regard to the management of certain federal forests.
