Appellees Emory University (Emory) and Publix Super Markets, Inc. (Publix), sought mandamus and other relief 1 against appellants DeKalb County, members of the DeKalb County Board of Commissioners, DeKalb County Planning Commission and DeKalb County Development Department, following the disapproval of a preliminary subdivision plat and application for a development permit for construction of a commercial shopping center.
