MEMORANDUM OPINION

This matter comes before the Court on Plaintiffs Amended Complaint in which Plaintiff alleges, among other things1, that *572Gwinnett County Department of Water Resources (the “Department”) and Gwin-nett County (the “County” and with the Department, “Defendants”) willfully violated the automatic stay of 11 U.S.C. § 362(a) thereby entitling him to an award of damages under 11 U.S.C. § 362(k). A trial in this adversary proceeding was held November 30,2016 (the “Trial”).
