Statement of the Case.

MONROE, J.

It appears in this case that, in the Democratic primary election held in the Twenty-First judicial district on September 1st of this year, the Honorables L. B. Claiborne and C. K. Schwing, the present incumbents, and Joseph E. Le Blanc, Jr., relator herein, were candidates for nomination to the judgeships; that on September 4th the Democratic committee for the district met, and, having tabulated the returns, declared L. B.
