This is the third in a series of opinions in this multidistrict litigation. 1 On July 12, 1990, I issued an opinion ruling upon summary judgment motions relating to the Government’s “discretionary function” defense. In re Sabin Oral Polio Vaccine Products Liability Litigation, 743 F.Supp. 410 (D.Md.1990).
