In this action, plaintiffs, who are a class 1 of inmates at the New York City Correctional Institution for Men (“CIFM”), 2 have challenged the conditions of confinement at CIFM on many grounds, of which rampant violence, both between inmates and between staff and inmates, is one of the most significant and distressing.'
