I. Introduction

Petitioner Brandon Hall (“Hall” or “petitioner”) filed this pro se petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254 challenging his conviction following a guilty plea in Monroe County Court on two counts of Murder in the First Degree (N.Y. Penal Law § 125.27(1)(a)(viii)) and two counts of Murder in the Second Degree (N.Y. Penal Law § 125.25(1)).
