This matter is before the court on the motion for partial summary judgment filed by the plaintiffs, who are a number of individuals who live in public housing, and Richmond Tenants Organization, Inc., a Virginia corporation formed pursuant to federal regulations promulgated by the United States Department of Housing and Urban Development (HUD) with the majority of its membership made up of tenants of public housing (collectively RTO).
