This is a petition by the State, on the relation of Perry W. Turner, for a writ of mandamus, commanding the Governor to approve the Attorney General’s certificate to the effect that relator had rendered services as Special Assistant Attorney General for the month ending September 30, 1916, that such services were necessary for the efficient conduct of the public business, and could not be promptly performed by the officers regularly provided…
