The plaintiffs in this appeal, the City of Hartford and the City of Hartford Purchasing Department, (hereinafter referred to as "the City"), challenge the decision of the Freedom of Information Commission ("FOIC") in favor of the defendants, Eric Lipton, Anita Seline and The Hartford Courant.
