Clarence D. Blachly filed a petition in the circuit court of Cook county against the civil service commissioners, the commissioner _ of public welfare of the city of Chicago, the city treasurer and the city comptroller, to compel the reinstatement of the petitioner in the office of superintendent of the bureau of social surveys in the department of public welfare and the payment of his salary from the date of his removal from office to the time of his re-instatement.
