This is an appeal from an order of the United States District Court for the Western District of Kentucky (Allen, J.) granting a preliminary injunction mandating the third party defendant-appellants, the Corrections Cabinet of the Commonwealth of Kentucky (the State), to reduce the number of convicted felons confined in the Jefferson County Jail and to transfer each convicted felon confined therein to a state pe nal facility within thirty (30) days after the imposition of sentence.
