¶ 1. This *205appeal is before the court on certification by the court of appeals, pursuant to Wis. Stat. § 809.61 (2011-12).1 On May 31, 2011, Samuel J.H. (Samuel) was committed to the care and custody of the Manitowoc County Human Services Department (the Department). Samuel was initially placed in outpatient care. On September 22, 2011, the Department transferred Samuel to an inpatient facility because of erratic and delusional behavior.
