BOWMAN, Circuit Judge.
Local 3808 of the International Association of Firefighters and its president, John Tvedten, (collectively “the union”) brought suit against the City of Kansas City and its city manager, Robert L. Collins, (collectively “Kansas City”). The union claims that Kansas City has unconstitutionally infringed the union members’ First Amendment freedom of association. The union represents management-level employees of the Kansas City Fire Department.
