SAUFLEY, Justice.

[¶ 1] John S. Nugent III appeals from the summary judgment entered against him in the Superior Court (Knox County, Mar sano, J.) on his complaint challenging a parking restriction contained in his 1996 Daysailer License Agreement with the Town of Camden. On appeal, Nugent argues that the Town acted beyond its authority when it regulated his employees’ use of the parking lot adjacent to the Town’s public landing.
