This case has obliged the court to seek to reconcile two sets of statutes which are poorly mated. One is the Street Readjustment Act (SRA) ; the other is the District of Columbia Administrative Procedure Act (DCAPA). Centrally at issue is whether a hearing on a proposal to close a street, with the applicants’ proposing to acquire title to the land on which the street is located, may reach the level of being a contested case under the DCAPA.
