THIS CAUSE is before the Court for determination upon Plaintiff, PINELLAS COUNTY’S, First Amended Complaint claiming that a thirteen and one-half mile segment of its major water transmission main made of 54-inch and 60-inch diameter prestressed concrete pipe is defective and should be replaced.
