Henry C. Frick filed with the Public Service Commission a single petition, in the nature of a complaint, alleging discrimination against three of his properties, in each of two separate tariffs on file with the commission; one that of the Duquesne Light Company, and the other that of the Allegheny County Steam Heating Company, corporations having separate customers, though the corporate stock of the latter was owned by the former.
