Learning in the fall of 1977 of possible violations of federal law, the federal grand jury in the District of Rhode Island began an investigation into the activities of particular state officials and private individuals. On February 3, 1978, the United States Attorney petitioned the district court for an order authorizing disclosure of grand jury materials to an attorney with the Securities Exchange Commission, the attorney general of Rhode Island, and a Rhode Island detective involved in the state investigation of the same charges.
