A. Rulemaking Petition & Civil Suit

In December of 1999, plaintiffs, who are three environmental organizations, joined with some 70 other leading environmental groups in submitting a Petition for Rule-making to the Director of the National Park Service (“NPS”), related to the use of off-road vehicles (“ORVs”) in NPS units.
