After he was initially arrested and confined on a fugitive warrant, and subsequently re-arrested and confined on a Texas Governor’s warrant, Anthony Jason Parra applied for writ of habeas corpus challenging his extradition to the State of New Mexico to face criminal charges for arson. Parra challenges the trial court’s denial of his writ application on the basis that his delay in receiving appointed counsel and bail contravened Texas law and violated his fundamental due process rights.
