Plaintiff has filed this action seeking review of the final decision of the Secretary of Health and Human Services denying her claim for widow’s insurance benefits under § 202(e) of the Social Security Act, 42 U.S.C. § 402(e), as amended. Jurisdiction of this court is pursuant to § 205(g) of the Act, 42 U.S.C. § 405(g). As reflected by the memoranda and arguments submitted by the parties, the issues now before this court are whether the Secretary’s final decision is supported by “substantial evidence,” and if it is not, whether plaintiff has met the burden…
