In 1989, tbe Ohio General Assembly created the Educational Management Information System (“EMIS”). R.C. 3301.0714. EMIS is a statewide computer information network for Ohio public schools. EMIS has three main components: the statute itself (R.C. 3301.0714), a rule (Ohio Adm.Code 3301-14-01), and guidelines.
