I. INTRODUCTION

The Nebraska Department of Health and Human Services (DHHS) appeals from an order of the juvenile review panel which affirmed a dispositional order entered by the county court for Cedar County, Nebraska, sitting as a juvenile court. The juvenile court declined DHHS’ request that the court terminate its jurisdiction over the juvenile, Vincent P., and entered a dis-positional order implementing various goals and requiring various services, including Vincent’s enrollment and attendance in an “age-appropriate sex offender therapy program.” On appeal, DHHS challenges…
