In this action arising under the Freedom: of Information Act (FOIA or Act), 1 appellant Maryann Paisley seeks information from the Central Intelligence Agency (CIA) and the Federal Bureau of Investigation (FBI) concerning the 1978 shooting death of her husband, a former CIA official.
