This is an appeal by the Department of Transportation (DOT) from an older of the Court of Common Pleas of Butler County which reversed DOTs action in suspending the operating privileges of Ricardo Dlubak (Licensee) pursuant to Section 1543(c) of the Vehicle Code, 75 Pa. C. S. § 1543(c) (driving while under a suspension).
