This case presents a num ber of constitutional questions. It involves the constitutional limitations upon legislative enactments as well as the constitutional duty laid upon the judiciary when legislative acts violate the constitution. No greater duty rests upon the three co-ordinate branches of the State government than that of scrupulously observing the letter and spirit of the constitution.
