On August 13, 1973, the Niagara Mohawk Power Corporation and the New York State Electric and Gas Corporation filed an application with the Public Service Commission (hereafter PSC) for a "certificate of environmental compatibility and public need” pursuant to article 7 of the Public Service Law to obtain authorization for the construction and operation of the Lafayette-Oakdale transmission facility (hereafter L/O).
